Stipendium Hungaricum 2027/28: how to prepare before the call opens

Stipendium Hungaricum is the Hungarian government’s scholarship programme for international students. It is managed by the Tempus Public Foundation. Azerbaijan is one of the programme’s official partner countries. The scholarship covers tuition in full and also provides a monthly stipend, a dormitory place or housing contribution, and medical insurance.

Last year, the call for the 2026/27 academic year was announced on 17 November 2025 and closed on 15 January 2026 at 2 p.m. (Central European Time). The official dates for 2027/28 have not been announced yet (to be confirmed). If the timeline is similar to last year’s, applications open in just a few weeks. In this post we explain, step by step, what you can prepare right now.

Who can apply from Azerbaijan?

According to the programme’s official partners page, full-degree studies are open to citizens of Azerbaijan:

  • bachelor’s;
  • master’s;
  • one-tier (integrated) master’s;
  • doctoral studies — in any field.

Partial (exchange) studies are not available for Azerbaijan. The responsible authority on the Azerbaijani side is the State Agency for Science and Higher Education. Candidates also submit their documents through the portal.edu.az platform. In other words, you apply in two places: in Hungary’s official system and on the Azerbaijani portal. The requirements and deadline for the national stage are published in the agency’s announcement.

There is also an age requirement. In the 2026/27 call, applicants born after 31 August 2008 were not eligible. In other words, you need to be 18 by the start of your studies (dance programmes are an exception).

What does the scholarship cover?

According to the official 2026/27 call (amounts may change for the new year):

  • Tuition: fully tuition-free education.
  • Monthly stipend: HUF 43,700 (about EUR 110) per month for bachelor’s, master’s and one-tier master’s students, paid 12 months a year until you complete your studies.
  • Doctoral studies: according to university information, HUF 140,000 per month in the first 4 semesters and HUF 180,000 per month in the following 4 semesters.
  • Accommodation: a free dormitory place where capacity allows, or a housing contribution of HUF 40,000 (about EUR 100) per month. The official document itself notes that this may not cover full rent in larger cities, especially Budapest.
  • Healthcare: healthcare services under Hungarian legislation, plus supplementary medical insurance of up to HUF 65,000 per year.

Keep this in mind when planning your budget: the scholarship eases the main costs, but some extra savings, especially for the first months, will help.

How many programmes can you choose?

More than 900 programmes are offered at 30 universities and colleges. You can choose up to two programmes, at the same university or at different ones. Important: once you submit your application, you cannot change your choices or their order. So research your programmes carefully, starting now.

Which documents do you need?

In the 2026/27 call, the main documents for bachelor’s and master’s applicants were:

  1. The online application form, completed in English (with a photo taken within the last 2 years).
  2. A motivation letter: at least one page, Times New Roman, font size 12, in the language of the programme or in Hungarian.
  3. Proof of language proficiency (with a translation if needed).
  4. Your secondary school certificate (for bachelor’s) or bachelor’s diploma (for master’s), with a translation.
  5. Your transcript of records, with a translation.
  6. The data page of your passport. If you don’t have a passport yet, a national ID card is accepted.

For general applicants, the call does not list recommendation letters as a mandatory document, and a medical certificate is only required from those who win the scholarship. However, each programme may have its own additional requirements, so be sure to check the page of the programme you choose. There is a separate call document for doctoral studies.

How does the selection process work?

Last year’s timeline looked roughly like this:

  • November – 15 January: online application.
  • By the end of February: nomination of candidates by the partner country (Azerbaijan).
  • Mid-March – end of May: university entrance exams or interviews. You need at least 56/100 points to make the final list.
  • From the end of June: results announced.
  • By 1 August: accepting the scholarship; July–August: visa and travel.

What can you do now?

  • Language certificate: if you don’t have IELTS or TOEFL yet, book your exam date now. Results take time to arrive. To prepare, you can meet our language tutors.
  • Choosing programmes: compare your two options by requirements, language of instruction and city.
  • Translating documents: get your diploma and transcript translated in advance.
  • Passport: if you have one, check its validity; if not, plan to get one in good time. If you win the scholarship, you will definitely need a passport to travel to Hungary.
  • Motivation letter: write a separate, specific and sincere letter for each programme.
  • Follow the official announcements: both on stipendiumhungaricum.hu and from the State Agency for Science and Higher Education.

A reminder: in programmes not taught in Hungarian, scholarship holders must take a free two-semester Hungarian language course in their first year. Students who don’t attend it do not receive the stipend.
